La base H.A.A.R.P. (High Frequency Active Auroral Research Program) était une station de recherche sur l'ionosphère financée par l'armée américaine. Irradiant les cieux d'ondes invisibles entre 1993 et 2014, elle demeure aujourd'hui à l'abandon. Après avoir concentré toute l'attention et les regards, seul reste l'écho d'un document militaire et scientifique contemporain de sa création, spéculant sur le climat comme arme : Owning the Weather in 2025, qui a nourri toutes les paranoïas.

H.A.A.R.P. (High Frequency Active Auroral Research Program) was a research facility studying the ionosphere funded by the U.S. army. Before they ran out, its antennas bombarded the sky with invisible electromagnetic waves between 1993 and 2014. In this place which focused all the attention now remains the sole echo of a military document written in the 90s which fueled paranoia about using the climate as a weapon : Owning the Weather in 2025.
